Steps to Reproduce:

1. In any other gamemode, see which hotbar slot is selected;
2. Switch to spectator mode;
3. Use any number from 1-9 to select a different slot;
4. Switch back to any other gamemode.

Observed Results:
The hotbar slot is changed when the player goes back to another gamemode.

Expected Results:

1. Hotbar hotkeys pressed while spectating don't affect the player outside of it.
