Controller and keyboard navigation is broken in the Control Mode screen.

How to reproduce:

1. Go to the Control mode screen with a controller
2. Move up to the 3rd option
3. Observe the input not working
4. Move down on the Select button
5. Observe the game navigating to the 1st option

Observed results:

The game thinks the Select button is above the 3 options

Expected results:

The game should think the Select button is below the 3 options
