Cannot place pressure plate within a specific X, Z range of 0, 0 when there is an entity at 0,0,0

      Can't place pressure plates a few hundred blocks near spawn(0,0) in my world. Found that the problem disappeared after killing the entity at 0,0,0.

      Steps to Reproduce:

      1. Place a block at 0,-1,0
      2. Summon an entity at 0,0,0 (Creeper, Boat, etc.)
      3. Try to place pressure plates near 0,0

      Observed Results:
      Pressure plate cannot be placed

      Expected Results:
      Pressure plate can be placed

      Notes:
      The same issue occured in BDS-17496
      This is the reason why players cannot place pressure plates while standing at 0,0,0: MCPE-153184
      and is related to MCPE-149558
      I think this isuue is a unification of the above issues, so I opened a new issue
