Restore worlds dialog broken

      1.19.20 bedrock pocket edition on Android.

      When using external storage.  Restore worlds tries to restore to /storage/emulated/0/Android/data/com.mojang.minecraftpe/files/games/com.mojang/minecraftWorlds/

      But that folder doesn't exist yet if the user just deleted Minecraft and reinstalled.  Creating a new world will create the folder but removes the restore worlds dialog.

      Workaround: users should select external in profile/storage then create a dummy world then delete the dummy world which will then allow the restore worlds dialog to appear and will force the creation of the folder restore worlds is restoring to.

      Solution for Mojang, test these changes on actual devices that aren't in developer mode next time.  This isn't a minor bug for some kid that's spent years working on a world.  Also, bugs in the patch process lead us down this path.  We had to uninstall and reinstall because the 1.19.20 patch was causing Minecraft to crash android and force a restart of the operating system any time the user tries to join a world hosted on PS4.  The new notes about Minecraft deleting worlds along with Minecraft on deleting Minecraft are distressing.  https://help.minecraft.net/hc/en-us/articles/4414144725389-Minecraft-External-Storage-Update-on-Android
