A few days ago, I received a comment from MCPE-135157 which claimed a similar situation where light doesn't "emit" in 1.19.20

However, after some reseearch, I found that it was a new bug. It seems that some blocks will emit light with some displacement. These blocks contains torch, lantern, end_rod, campfire, soul_lantern, soul_campfire, soul_torch, etc. I've attched some screenshots as below.
