The Seed templates screen does not load correctly with no internet

How to reproduce:

1. Turn off your internet
2. Go to the create new world screen
3. Go to the Seed templates screen
4. Observe how it takes longer to load the screen
5. Observe the loading spinner disappearing before the screen loads

Observed results: The loading spinner disappears before the screen loads

Expected results: The loading spinner should disappear when the screen is fully loaded
