Netherite/Wooden Sword Enchantment properties seem backwards

      After trying to enchant my Neth Sword 4 times in survival, and only getting max of Sharp III, Looting I, or Unbreaking II each time, I went to Creative to test and took in a lot of statistics.

      Out of 20 Enchantments

      Wood:

      8/20 were triple+ enchanted

      Av. Sharpness was IV

      Av. Looting was tied II and III

      Av. Unbreaking was III

       

      Diamond:

      8/20 were triple+ enchanted

      Av. Sharp was tied III and IV

      Av. Looting was II by a lead of 2 to III

      Av. Unbreaking was III

       

      Netherite:

      4/20 were triple enchanted (no 4 stack)

      Av. Sharp was III by a lead of 4 to II (never got IV)

      Av. Looting was II

      Av. Unbreaking was II

       

      I know that enchanting is entirely random and can mean I'm just unlucky today, but here's the kicker.

       

      I tested it with Picks as well. Netherite out-performed by a long shot to any other material pick. Is anyone else experiencing this problem, or is it just terrible luck?
