Summary:
Sculk blocks and ores drop XP from TNT that was not directly lit by the player. In Java Edition, they only drop XP if the TNT was directly lit by the player, which is intentional per MC-250965.

Steps to Reproduce:

1. Blow up sculk and ores with TNT lit by flint and steel held by the player
2. Blow up sculk and ores using a dispenser filled with TNT

Observed Results:
XP drops in both cases.

Expected Results:
Sculk and ores should only drop XP from TNT that was directly lit by the player.
