1. Load up a creative world with cheats
2. Place a banner using '/setblock ~ ~ ~ standing_banner'
OR...
1. Load up a creative world with cheats
2. Save a structure with a banner using a structure block
3. Load that structure near you

Expected Results:
The banner gets placed without a sound.

Observed Results:
The banner gets placed and produces a wood placement sound.
