View distance with and without Conduit Night Vision is unchanged when underwater.  Even waiting for underwater fog to subside to maximum view distance, the view distance underwater is unchanged whether you have Conduit Night Vision or not.  THIS IS NOT A FOG ISSUE.  This is the conduit NIGHT VISION not providing additional view distance.
