      When I create a new world in Minecraft, I spawn underwater.

      Steps to recreate:

      1. Create a new Minecraft world in Minecraft for Windows version 1.19.2 on Windows 11 21H2

      2. Use this seed: 7546903708564955604

      3. Set Simulation Distance to 8 chunks

      4. Start the game
