Circle in touchscreen goes through hotbar when your in boat. You can't even switch item.

Steps to Reproduce
1. Go to the boat
2. Make sure behind the hotbar has blocks that you can reach
3 Try switch slot, make sure the other slot has reachable blocks too
The bug won't work if there's no reachable blocks behind the hotbar

Expected Result
You can switch to another slot normally

Observed Result
The circle goes through hotbar and you can't switch slot
