After the 1.19 update I started a new world. I'm playing Bedrock on Windows 11.
After playing a while, I realized I can only hear the sounds if I am looking at the source of it.
For example if there is a Creeper exploding in front of me everything is fine, but if it explodes behind me I don't hear hissing and explosion sound. Or when I am looking at the ground while it's raining I can hear it, but if I look at the sky there is no rain sound.
I had this problem before when I turned on the "enhance audio" in Windows settings, but for this case it's disabled. And I only have this problem in Minecraft.
