The Bug:
Cannot switch items to hold in hotbar while on a boat or boat with chest.

Step To Reproduce:
1. Create a new world (tested on survival)
2. Place a boat or boat with chest down
3. Fill your hotbar with different items, and choose one item to hold
4. Get into the boat or boat with chest
5. Try to switch between items in your hotbar.

Observed Result:
Cannot switch item that you're holding, when you try to click another item, it just comeback to item that you're holding before entering the boat or chest with boat.

Expected Result:
You can switch between items in hotbar.
