Description
The powder snow fog still renders in spectator mode.
How to Reproduce
1. Make a bunch of powder snow blocks.
2. Switch to spectator mode.
3. Go inside the powder snow.
Observed Result
The fog still renders normally in spectator mode.
Expected Result
The fog should render further in spectator mode and should be a clear view inside.
