Allays do not drop items when inside minecarts or boats

      Allays do not pick up/give items to a player or a noteblock when the allay is inside a minecart. This is incredibly important for making item filters and other contraptions using the mob on the bedrock edition.

      Steps to reproduce:

      1. Put an allay that has an item inside a minecart.
      2. Try giving it an item.
      3. It will not pick up the item or give one back if it already has one in its inventory.
