      Not able to load my marketplace content offline, doesn't show up in my resource pack list

      To reproduce:

      1. Download Marketplace Resource Pack
      2. Open the world with the Resource Pack
      3. Close the world and disconnect from Wi-Fi
      4. Reopen Minecraft and reopen the world
      5. Notice pack did not load and can not be found 

      Observed results: Unable to access Marketplace Resource packs purchased offline
      Expected results: You should be able to load purchased resource packs even when offline as was the case with previous updates
