Prior to updating to 1.18.30 I was able to clone from and fill into blocks 300 blocks and greater away.  Basically if blocks were visible they were accessible to the fill and clone commands.  After updating to 1.18.30 executing the same commands give the error that it cannot access blocks outside the world.  It appears the ability to access blocks via commands used to be limited by the configured view distance but now is possibly limited by the simulation distance which is typically a much lower value.
