The current "Feel" Goat Horn didn't exist originally, it's the only horn that came with the removal of copper horns. For that reason, the sound it produces is a reused bass sound from one of the copper horns, which is likely to be a placeholder. In the most recent Java Edition snapshot, a new unique sound was added instead. However, the change didn't carry over to Bedrock.
