Summary:

Steps to reproduce:

1. Place any waterlogged block that cannot be destroyed by lava.
2. Place water in it.
3. Place a nearby block that you will aim when placing lava.
4. Try to place lava in a waterlogged block while aiming on a nearby block.

Observed results:
Lava used but not placed.

Expected results:
Lava will not attempt to place in a waterlogged block that cannot be destroyed by lava.
