Summary:

Steps to reproduce:
- Place a beacon.
- Get on shift.
- Place the water aiming at the beacon.
Observed results:
Beacon can be waterlogged.
Expected results:
The Beacon will not be waterlogged because it makes absolutely no sense and the Beacon is a complete block.
