Mangrove trees don't replace snow layers, which isn't in parity with Java.

How to Reproduce

1. Place a layer of snow layer
2. Place a mangrove propagule at the center and bone meal it

Observed Results
Mangrove trees don't replace snow layers.

Expected Results
Mangrove trees would replace the snow layers with mangrove roots.
