Fishing bobber doesn't produce constant vibrations on water

      Steps to Reproduce:

      1. Place a sculk sensor next to some water;
      2. Use a fishing rod next to it.

      Observed Results:
      When the bobber hooks something and goes down, a vibration is detected.

      Expected Results:
      The bobber produces constant vibrations.

      Notes: The expected results come from the opposite behavior being reported as working as intended on Java Edition (MC-207334).
