Steps to reproduce: Swim in the ocean with one or more dolphins.

Observed results: Dolphin's grace randomly stops working, and starts again.

Expected results: Dolphin's grace should stay on the player as long as one dolphin is nearby to match Java.

Can you, please, also add dolphin's grace as an effect, so it can be given using /effect.
