Steps to reproduce

1. Set up an upward water stream
2. Row into it
3. Pull the boat out with a lead or push it out
4. Try to get a mob/player to sit in the boat

Observed Results

In the stream, you get kicked out of the boat, and even after it's out of the water entities cannot ride the boat.

Expected Results **

Either the player/mob doesn't get kicked out at all, or they get kicked out in the stream, but after the boat leaves, the player/mob should be able to ride again.
