Captain pillagers don't appear from spawner

      Difficulty: Noticeable

      Steps to patch

      1. Create an infinite type world
      2. Search a pillager outpost(Press T, type /locate pillager_outpost)
      3. Notice captain pillagers spawn here? (Also in pillager patrols)
      4. Place a pillager spawner
      5. Wait

      Result - Captain pillagers do not appear at all

      Should - Spawn captain pillagers
