Boats get burnt through blocks by lava (there is another block under the ice block, but still get burnt.

Steps to Reproduce:

1. Dig a 1 block deep hole
2. Place lava in the hole
3. Place a boat next to the hole

Observed Results:
The boat catches fire and breaks despite it not touching the lava.

Expected Results:
The boat should only catch fire and break if it actually touches the lava.

Notes:
Minecarts are not affected.
