The Java 1.18 changelog stated that using shears on vines would stop them from growing. On bedrock this is not the case. This is a parity issue and should be addressed.

Affected vines:
GlowBerry
Twisting
Weeping

To reproduce:
1. Create a world in an affected version.
2. Find (or plant) some vines from the list above.
3. Interact with them using shears.
4. Set random tick speed to a high value

Expected result: the vines do not grow

Observed Result: The vines grow.
