VR - Various placement issues with items on hand controllers

      NOTE: This is not MCPE-47877. This is a bug specific to VR mode.

      Intended result: Blocks and items have a consistent placement relative to the position of the root of the hand controller.

      Current observation:

      • The only items that are consistent with the hand controller are modeled blocks.
      • 2D blocks, items, and the player's hand are all positioned at an odd angle or are translated over from where they belong.
      • Bows, crossbows, tridents, shields, telescopes, and maps are all clamped to the camera.
      • When a bow, crossbow, trident, shield, telescope, or map is held, the UI will suddenly become clamped to the camera.

      This was not always the case. It first started with the hand being translated into an odd position back in 1.9, and has escalated from there.

      Pay attention to the angle of the laser pointer coming from where the hand should be.
