Update:  MCPE-146021 is a correlation, not the causation. It can happen due to caves as seen by the seed below

Expected results:

-The outpost should generate on the surface (in this case just above the lava) like the mini structures of the outpost

-The base of the structure should extend downwards until it hits solid blocks (aka no air/floating)
