      How to reproduce:

      1. Place a Brewing Stand
      2. Use the Brewing Stand (Brew a potion)
      3. Observe the Bubbles and Arrow animations

      Observed Results: The animation jitters at certain times

      Expected Results: The animation should not jitter while using the Brewing Stand
