I've had an issue from 1.17.41 to 1.18.0 with uploading addons.

I've tried multiple different addons, including behavior packs & resource packs, but i always get the same outcome (view pictures). 

I've also tried to upload a world with these addons on it, but there's an issue there aswell: MCPE-149205
