      In the latest release of 1.18, the badlands doesn't seem to generate light gray and white terracotta layer at the lower part of the badlands biome. This can previously generate in the previous version, but somehow broke in the beta.

      How to Reproduce
      1. Go to a badlands biome.
      2. Compare it with Java.

      Expected Result
      The layer should be the same

      Observed Result
      Bedrock's badlands layer is missing light gray and white terracotta at the lower Y-level.
