      Pufferfish are not able to poison passive mobs

      Steps to reproduce

      1. Spawn a passive mob near a Pufferfish
      2. Wait for the Pufferfish to blow up

      Expected result

      The Pufferfish should give the poison effect to the mob

      Actual result

      The pufferfish blows up but doesn't give the effect to the mob.
