Lightning bolts don't render correctly, only the outer layer of the lightning bolt renders but not the inside.

How to reproduce:

1. Summon a lightning bolt using /summon lightning_bolt @p
2. Observe how only the outer layer of the lightning bolt renders

Observed Results: The lightning bolt only renders the outer layer

Expected Results: The lightning bolt should render both the outer and inside layers at the same time.
