old world conversion ruins outer chunks

      when converting an old world the new chunks generated on the outside of your old play area normally convert like normal no matter how jarring but on the beta it ruins the chunks by moving your blocks around for what i assume is smoothing the generation. the seed my world messed up so badly was -82263472 in case other world are working much more properly 

      reproduction; create an old style world in non-beta (may work in beta as well not sure) then load the outer chunks along the edge of the world, after doing that leave and enable the beta on your world, after doing so you then need to convert your world to infinite then check on your edge chunks. they get moved unpredictably
