Summary:
Underwater in badlands biome, stone is generated instead of terracotta. In previous versions (including 1.17.41) and in the java version, the underwater in badlands biome generated a teracotta layer, but now a stone is generated.

Steps to reproduce:
- Find badlands biome.
- Consider generating ponds or ocean shores.

Observed results:
The ponds and the shore are covered with stone instead of terracotta.
Expected results:
Instead of stone, terracotta underwater should be generated.
