      Summary:
      You cannot place water / lava in a swampy light block.

      Steps to reproduce:

      1. Place the water block.
      2. Place the light block in water.
      3. Try placing water or lava in the same block.

      Observed results:
      You cannot place water or lava in a swampy light block.

      Expected results:
      The light block (including the waterlogged one) should not interfere with the placement of any blocks.
