Summary:

Snow golem cannot place a snow layer in the same block as flowers/grass. Since it is possible to place a snow layer in the same block with flowers / grass in the bedrock editoin, this can be considered a bug.

Steps to reproduce:

1. Move to a biome where the snow golem can place snow layers.
2. Place flowers / grass (which are placed in 1 block).
3. Summon a snow golem on them (/summon snow_golem).

Observed results:

The snow golem cannot place a snow layer on a flower/grass block.

Expected results:

Since snow layers can be placed in the same block with flowers / grass, the snow golem must place the snow layer on the blocks with flowers / grass.
