Related to MCPE-146488

The dripstone caves decorator such as the small, medium, and cluster dripstone are sometimes different when generating two worlds with the same seed. This is supposed to be the same and dependent on the world seed.

Step to Reproduce
1. Create a new world with the seed 1834541111
2. Do /tp -340 67 522
3. Take a screenshot.
4. Save and quit, and repeat the process from the start.
5. Compare both screenshots.

Observed Result
The dripstone cave decorators are different when creating two worlds with the same seed.

Expected Result
The dripstone cave decorator should be the same between two worlds with the same seed.
