Goats can spawn inside or on powder snow, which they aren't supposed to.
Step to Reproduce
1. Find a biome like snowy slopes, and spot if there is any goat spawning on powder snow.
2. You can use /kill @e to clear any mobs if you can't find one.
Expected Result
No goats spawning on/inside powder snow.
Observed Result
Goats can spawn on them.
You can check the spawn rules JSON files on the behavior pack template to see if they can spawn on powder snow or not.
