      "q.block_neighbor_has_any_tag" and "q.block_neighbor_has_all_tags" don't work with legacy block tags.

      Steps to reproduce:
      -Download the attached addon.
      -Activate experimental toggles.
      -Type "/give @s dbc:test_block".
      -Leave an air block above.
      -Interact with the block.

      Expected Behavior:
      The block triggers the interact event.

      Actual Behavior:
      The block doesn't trigger the interact event.
