      Goats can not ram at mobs on some flat blocks. For example, goats can not ram when standing on flat blocks, such as grass, stone and more, but goats can not ram at mobs when standing on candles and amethyst bud.

      Steps to reproduce:

      1. Create any world you want.
      2. Build it flat with any block, and Make sure to test all blocks or some flat blocks that is your favorite. (Testing all blocks may take a while to reply to this bug, if you find something that goats can not ram at mobs when standing on some flat blocks, please comment on what block that goats can not ram at mobs when standing on a flat block)
      3. Spawn a goat, and in order to turn a normal goat into a screaming goat, type this command: /execute @e ~~~ event entity @e Minecraft:born_screamer
      4. Wait until a goat rams at mobs when standing on any flat block.

      Observered Results:
      A goat will stay still and not ram.

      Expected Results:

      A goat will ram at mobs when standing on any flat block as it should be.
