      When grass and flowers spawn in a snow biome, they replace the snow layers.

      Steps to Reproduce:

      1. Create a new world with the seed -321707274
      2. Teleport to 267 78 253

      Observed Results:
      The grass and flowers replace the snow layers.

      Expected Results:
      The grass and flowers should generate snowlogged.

      Notes:
      Grass and flowers become snowlogged after reloading the world.
