The game registers your paper doll as "underwater" when not in direct contact with water, as shown by the fact that flying upwards against a waterlogged slab shows you the underwater effects when in contact with its underside. This glitch can be replicated by placing a slab on the bottom half, placing a water bucket onto said slab, and flying upwards into the underside of the slab.
