[Experimental] Too much water and lava is generated in caves compared to Java

      Summary:

      When comparing the generation in java and bedrock, I found that there is too much lava / water in the caves in the generation in bedrock.

      This includes aquifers and simply flooded caves. In Java, when compared with the bedrock, the aquifers were either not generated in some places, or were small, when at the same time the whole cave was flooded / filled with lava in the bedrock.

      Steps to reproduce:

      1. Compare the generation of aquifers / lava aquifers in bedrock and in java (it is better to create one seed for this).

      Observed results:

      In bedrock, aquifers / lavas fill too much space (including entire caves).

      Expected results:

      The caves will be slightly less flooded than they are now to match the Java version.

      Notes:

      This affects exactly the large caves, since the small ones seem to be properly flooded.
