[Experimental] Goats do not spawn in new mountains

      Summary:

      Goats do not spawn in new mountains. This contradicts the Java version where goats spawn quite often in new mountains.

      Steps to reproduce:

      1. Go to new mountains.
      2. Find a large area (suitable for spawning goats).

      Observed results:

      No matter how you search, you will not find goats in the new mountains.

      Expected results:

      Goats will spawn in new mountains as in the Java version.
