Mobs constantly jump when walking on snow layers

      Mobs can actually jump around in the snow instead of walking around, is this a bug, or is this a interesting feature?

      Steps to Reproduce:

      1. Find a snowy biome or mountain.
      2. Spawn a mob on the snow layers.
      3. Wait for the mob to walk.

      Observed Results:
      The mob constantly jumps.

      Expected Results:
      The mob should walk normally.

      Fixed Versions: 1.17.40.23 Beta

      Note: This Bug Does Not Work In 1.17.30 Update.
