      Summary:

      When you click on the inactive scroll button in the store, skin editor, etc. a scroll sound is played. This happens only when the player pressed the active button, and then, without changing the position of the cursor, pressed the inactive button.

      Steps to reproduce:

      1. Look for a scroll button that may become inactive (for example, in the skin editor).
      2. Make the button active.
      3. Without changing the position of the cursor, press the button to make it inactive.
      4. Press the inactive button (without changing the cursor position).

      Observed results:

      Pressing an inactive scroll button produces a scroll (click) sound. And if you change the position of the cursor, you will no longer be able to play the sound (without re-doing the first steps of playback).

      Expected results:

      An inactive button should not play sound under any circumstances.
