Summary:
As everyone knows, water destroys powder snow on any contact. But in the generation you may encounter powder snow next to water and even under water. It will not collapse.

Steps to reproduce:
- Create a world with the specified seed.
- Move to the specified coordinates.
- Explore the shore in the biome you find yourself in.
Observed results:
On the shore, powder snow will come into contact with water and will not break.
Expected results:
Powder snow should not be generated near water. This will also match the java version.
